News   Arrest made in fatal hit-and-run of elderly man   Police say Janice Vargas-Cruz has been arrested in connection with a fatal hit-and-run Tuesday in Crown Heights. Milwood Hughes, 93, was first hit by a tractor-trailer and then a black sedan on Albany Avenue. Police say Vargas-Cruz is believed to be the driver of the sedan.
