News   Gov. Cuomo: Metro-North to shut down at 4 p.m.   Gov. Andrew Cuomo has ordered a travel ban on state roads beginning at 2:30 p.m. due to the snowstorm. Metro-North will also halt all service by 4 p.m., Cuomo says.
